1.Define decision packages

Activities are identified by managers. Managers are then to consider different ways of performing the activities.These activities are then described in what is called a ‘decision package’, which:活动由经理确定。然后，管理者要考虑执行活动的不同方式。这些活动将被描述为“决策包”，包括：

– states its purpose;（what to do and how）说明目的、什么、怎么做；

– analyses the cost of the activity;time-taken for each activit分析活动成本和每个活动的耗时；

– identifies alternative methods of achieving the same purpose确定实现相同目的的替代方法；

– establishes performance measures for the activity为活动制定绩效指标；

– assesses the consequence of not performing the activity at all or of performing it at different levels评估完全不执行活动或在不同级别执行活动的后果.

2.Evaluation and ranking

Management will then rank all the packages in the order of decreasing benefits to the organisation. This will help management decide what to spend and where to spend it. This ranking of the decision packages happens at numerous levels of the organisation. 然后，管理层将按照给组织带来的收益递减的顺序对所有的方案进行排序。这将有助于管理层决定花什么和花在哪里。决策包的这种排序发生在组织的多个级别。

3.Allocation of resource
